The Dai al-Mutlaq is an office of Imamuz Zaman AS during seclusion
and is the summoner towards Allah with his permission, thus being the
guardian of Dawat and all the rutbas that are within the conclave of
Dawat.
A Dai is appointed by his predecessor by Nass with the
Ta'eed and ilham of the Imam AS and therefore it is not necessary that
every Mazoon, a rutba which follows the Dai and lofty within itself,
would become a Dai. The status of Dai al-Mutlaq encompasses both the
rutba of Mazoon and Mukasir being a sole entity and office in itself.
